Căn cứ Nghị định 73/CP ngày 1/11/1995 của
Chính phủ quy định nhiệm vụ, quyền hạn và tổ chức bộ máy của Bộ Nông nghiệp và
Phát triển nông thôn;
Căn cứ Nghị định 101/CP ngày 23/9/1997 của Chính phủ quy định chi tiết thi
hành một số điều của Luật Ban hành văn bản quy phạm pháp luật;
Xét đề nghị của ông Chánh Văn phòng Bộ.
QUYẾT ĐỊNH
Điều 1. Ban hành kèm theo Quyết định này “Kế hoạch xây dựng văn bản quy phạm pháp luật của Bộ Nông nghiệp và Phát triển nông thôn năm 2003”.
Điều 3.
Quyết định có hiệu lực thi hành sau 15 ngày kể từ ngày
ký.
Điều 4. Các ông Chánh Văn
phòng Bộ, Thủ trưởng các đơn vị thuộc Bộ chịu trách nhiệm thi hành Quyết định
này.

DECISION
PROMULGATING THE 2003
PLAN ON ELABORATION OF LEGAL DOCUMENTS UNDER THE MINISTER’S PROMULGATING
COMPETENCE
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Government’s Decree No. 73/CP
of November 1, 1995 prescribing the tasks, powers and organizational structure
of the Ministry of Agriculture and Rural Development;
Pursuant to the Government’s Decree No. 101/CP of September 23, 1997 detailing
the implementation of a number of articles of the Law on Promulgation of Legal
Documents;
At the proposal of the director of the Ministry’s Office,
DECIDES:
Article 1.- To issue together with this Decision the "2003 plan on elaboration of legal documents of the Ministry of Agriculture and Rural Development".
Article 2.- Basing themselves on the already promulgated plan, the units attached to the Ministry shall elaborate legal documents with quantity and time prescribed by the plan, for promulgation by the Ministry according to its competence, and estimate the elaboration, funding for submission to the Ministry for approval (under the Prime Minister’s Decision No. 69/2000/QD-TTg of June 19, 2000, the Finance Ministry’s Circular No. 15/2001/TT-BTC of March 21, 2001, and the Agriculture and Rural Development Ministry’s Circular No. 36/TT-BNN-TCTK of April 4, 2001).
Article 3.- This Decision takes implementation effect 15 days after its signing.
